WHO WE ARE

OUR STORY

Building on a long-standing partnership between the UNHCR and WFP, the Joint Programme Excellence and Targeting Hub was established in 2020 to operationalize policy commitments outlined in the Grand Bargain, the OECD Development Assistance Committee recommendations on the Humanitarian Development and Peace Nexus, and the Global Compact on Refugees. Comprised of a team of roving UNHCR and WFP technical experts, the Joint Hub is a demand-driven service drawing on each agencies’ expertise, knowledge, and networks to support country office operations.

The Joint Hub is overseen by a Strategic Advisory Group (StAG) headed by the WFP Director of the Emergency Preparedness and Response Service and the UNHCR Deputy Director of the Data, Development Partnerships and Inclusion Service, and reporting to the UNHCR/WFP High Level Meeting. The StAG provides overall guidance and direction for the Joint Hub. This includes the setting of priorities, monitoring progress, and providing support to the Joint Hub coordinator and subject matter experts. The StAG ensures alignment with UNHCR and WFP technical and strategic directions and complementarities with other joint initiatives.

Joint Hub staff have dotted reporting lines to thematic experts in both agencies at the headquarters level, following a matrix management approach. This ensures alignment of technical discussions in each thematic area with agency policies and best practices, while fostering engagement on specific technical matters.

To provide strategic and technical support, upscaling evidence-based action and leveraging expertise, efficiencies, and best practice to inform protective, people-centred, needs-based solutions.

To foster collaborative action between WFP and UNHCR with governments and development actors through a shared vision and responsibility, to strengthen inclusion and to support an ethical humanitarian exit.
