As of April 2025, Uganda hosts over 1.8 million refugeesmore than any other country in Africa. The majority originate from South Sudan and the Democratic Republic of Congo, with others arriving from Sudan, Eritrea, Somalia, Burundi, and beyond. While Uganda’s progressive refugee policy grants land and freedom of movement, refugees continue to face serious challenges related to livelihoods, food security, and economic opportunity. In 2024, 2 million people in Uganda faced high levels of acute food insecurity. Of them, 1.3 million were refugees. 

JOINT HUB SUPPORT 

The Joint Hub supported WFP and UNHCR country offices in Uganda from late 2021 through 2024, with intensive engagement during Phase 2 of the basic assistance prioritization process, including T the deployment of a dedicated coordinator for six months. The objective was to analyze vulnerability and develop a needs-based prioritization strategy for refugee food assistance. 

The prioritization approach accounted for the complexity of the context, availability of resources, data constraints, and community perspectives and feedback. It combined geographic and index-based methods to identify the most vulnerable households.  

Throughout the process, strong emphasis was placed on community engagement and communication, as well as the development of joint appeals processes.
