As of April 2025, Rwanda hosts 136,000 refugees and asylum seekers, 90 percent of whom live across five refugee camps. Over 38 percent of Rwanda’s population lives in poverty, and nearly one fifth is food insecure. The country’s economy remains largely dependent on agriculture, with almost 70 percent of rural households involved in small-scale farming on small plots of land. Irregular rainfall, drought, floods, pests and diseases, together with intense competition for agricultural land, continue to affect food security. 

JOINT HUB SUPPORT 

Rwanda was one of the first countries to receive support from the Joint Hub following its establishment. From July 2020 to 2022, the Hub provided sustained technical assistance, including the deployment of a dedicated coordinator for 18 months. 

The primary focus was the development of a joint targeting strategy, which included three rounds of assessments and analyses, community consultations—carried out despite COVID-19 restrictions—and the establishment of a joint appeals process. 

While initial plans also included support for joint livelihoods programming, this component was deprioritized by the country offices in view of Rwanda’s existing national strategy on refugee self-reliance.
